Student Hazing Policy
Purpose
成人直播 is committed to the highest standards of academic excellence and Christian values which strengthen lives for purpose, service, and leadership. Hazing is a violation of our Christian teaching that all people are created in the image of God and should be treated with dignity and respect. Therefore, 成人直播 is dedicated to a University community free of hazing.
This policy is designed to comply with the Federal Stop Campus Hazing Act (HR 5646) and the California Stop Campus Hazing Act (AB 2193), and reflects 成人直播鈥檚 commitment to creating a safe, respectful, and supportive environment for all students and employees.
Policy
Hazing is prohibited by federal law, state law, and University policy. This policy applies to all employees and students, organizations, including but not limited to student organizations governed by the Inter-Club Council (ICC), Inter-Fraternity Council (IFC), National Association of Latino Fraternal Organizations (NALFO), National Pan-Hellenic Council (NPHC), Panhellenic Council, Sports Club Council, athletic teams, and unrecognized student organizations (e.g. organizations who were once recognized but lost their charter).
It is unlawful to engage in hazing. See California Penal Code section 245.6 ("Matt's Law") and Education Code section 66305 et seq. Individuals found guilty of hazing may be imprisoned and/or fined. Matt's Law also allows individuals harmed by hazing to sue those involved. Hazing is also prohibited under the Federal Stop Campus Hazing Act (HR 5646).
Definition of Hazing
成人直播 defines hazing broadly. Hazing includes any intentional, knowing, or reckless act committed by a person, whether individually or with others, against another person, regardless of that person鈥檚 willingness to participate, that:
(I) is committed in connection with an initiation into, an affiliation with, or the maintenance of membership in an organization, group, team, association, society, or club; and
(II) causes or creates a risk above the normal risk of college life, or physical or psychological injury.
成人直播 categorizes hazing into three types:
Subtle Hazing
Subtle hazing typically involves activities that breach reasonable standards of mutual respect and place new members on the receiving end of ridicule, embarrassment, or humiliation. Examples include, but not limited to:
- Any activity that is presented as optional but has real or perceived negative consequences for nonparticipation (i.e., not participating in activities results in running laps).
- Deception or misleading new members
- Assigning demerits
- Silence periods with actual or implied threats for violation
- Deprivation of privileges granted to other members
- Requiring new members to perform duties not assigned to other members
- Encouraged exclusion from social contact
- Compelling a person or group to remain at a certain place
- Line-ups and drills/tests (sometimes includes name-calling)
- Requiring new members to refer to other members with titles (e.g. "Mr." or "Miss") while they are identified with demeaning terms
- Expecting certain items to be in one's possession (e.g., backpacks, shields, paddles, bricks, etc.)
- Activities that would unreasonably interfere with students' other activities or obligations (academic, extracurricular, family, religious, etc.)
- Required uniforms, costumes, or clothing designating new member status (e.g., t-shirt with "Pledge")
- Depriving students of sense awareness (sight, sound, etc.)
Harassment Hazing
Harassment hazing typically involves behaviors that cause emotional anguish or physical discomfort in order to make new members feel like part of the group. Harassment hazing confuses, frustrates, and causes undue stress for new members. Some examples include, but are not limited to:
- Verbal abuse
- Threats or implied threats
- Wearing or carrying apparel or items likely to subject the wearer to embarrassment, ridicule, or harm
- Stunt or skit nights with degrading, crude, or humiliating acts, inappropriate scavenger hunts or road trips
- Public stunts and buffoonery
- Fake branding/cutting or psychological game playing
- Shaving of the head or any other part of the body
- Sleep deprivation or disruption
- Sexual simulations or nudity in any form
- Expecting new members to perform personal service to other members-cook, clean, etc.
- Expecting new members to be deprived of maintaining a normal schedule of personal hygiene
- Expecting new members to harass others
- Degrading or humiliating interviews, games and activities
Violent Hazing
Violent hazing involves behaviors that have the potential to cause physical, and/or emotional harm. Some examples include, but are not limited to:
- Forced, pressured, or coerced alcohol or other drug consumption
- Beating, paddling, or other forms of assault
- Forced or coerced ingestion of substances or concoctions
- Burning
- Water intoxication or other consumption challenges
- Abuse or mistreatment of animals
- Any activity which involves vomit or other body fluids
- Expecting illegal activity
- Bondage
- Abductions/kidnaps
- Exposure to extreme heat or cold without appropriate protection
- Branding, tattooing, piercing
Passive Participation and Consent
A passive participant is a member who witnesses hazing and fails to intervene or report the behavior. Passive participants are held accountable under this policy.
Consent is not a defense to hazing. Pressure to belong may invalidate genuine consent, and participation, even if voluntary, does not excuse hazing behavior.
Positive New Member Activities
成人直播 encourages positive activities that are educationally appropriate, build group unity and leadership, and develop a sense of belonging, including:
- Community service projects
- Leadership retreats or ropes courses
- Supervised group trips
- Inclusive team-building competitions
Student leaders are required to consult with advisors or University officials before organizing new member activities.
Employee Hazing Prohibition
All 成人直播 employees, including faculty, staff, coaches, and advisors, are prohibited from engaging in or encouraging hazing. Employee violations will result in disciplinary action, up to and including termination.
Investigating Incidents of Hazing
Upon receiving a report of potential hazing, the Department of Public Safety, Student Activities, and/or Human Resources will consider the information provided to determine if an investigation is warranted. Investigations will include reviewing the allegations, interviewing witnesses, and sharing the information with the Office of Community Standards, the Student Organizations Judicial Board (SOJB) or with appropriate administrators within Human Resources for final review and possible adjudication.
Discipline for Violations of Hazing Policy
Students or employees who violate the hazing policy will be subject to discipline pursuant to the procedures in the Student Code of Conduct, University Policy Manual, and other applicable policies.
Hazing Prevention, Awareness and Outreach Program
成人直播 provides a comprehensive hazing prevention program addressing:
- Hazing identification and prevention
- Bystander intervention training
- Ethical leadership and group development without hazing
- Reporting options, including anonymous reporting
- Strategies for building group cohesion without hazing
Prevention education is mandatory for all incoming students before New Student Orientation and provided annually to athletic teams and Greek-letter organizations. Faculty, staff, coaches, and advisors are also required to complete annual hazing prevention education.
Annual Notification
All students and employees will be informed of 成人直播鈥檚 hazing policies annually via New Student Orientation training programs, email communication, and/or training modules. Updates to the policy will also be promptly distributed.
Public Reporting of Hazing Violations
成人直播 will publicly report hazing violations involving student organizations, teams, or clubs including the nature of the violation and sanctions imposed. Reports will be maintained online for a minimum of five years following final adjudication.
